Raleigh has noted, without knowing what you are trying to monitor, it's not possible to give you detailed help & instruction.
However, if you are trying to monitor systems in your county,
Putnam (based on the location shown in your profile), your scanner, WS1040, is not going to be able to monitor many of the agencies. Dispatch for Putnam County EMS, Fire, & the Sheriff's office, as well as a number of other channels used by the county, are using
DMR (also called MotoTRBO) conventional (not trunked) channels. That also applies to Cookeville, as well as some of the other sites in Putnam County. Look at the Mode column for these frequencies.

While your WS1040 is capable of receiving P25 (digital) Phase I channels, it cannot monitor DMR transmissions.
Looking at the statewide system,
TACN, that system is capable of P25 Phase II. Many of the talkgroups are actually still using P25 Phase I, as noted by the
D in the mode column by the talkgroups. Unfortunately, the talkgroups for the Highway Patrol district that covers your county is using P25 Phase II, which your scanner cannot handle. Those are noted with a
T in the mode column.

The
TE shown for several of the talkgroups indicates that those channels are encrypted, which
no scanner can receive.
For handling DMR, you would need a scanner capable of receiving that mode. The only current model Whistler scanners that can receive DMR are the TRX-1 (handheld) and TRX-2 (base/mobile).
Uniden scanners BCD325P2, BCD436HP, and SDS100 are all current model handheld Uniden scanners that can handle DMR with a paid upgrade. (The BCD996P2, BCD536HP, and SDS200, are the base/mobile versions that can receive DMR with a paid upgrade.)
Older
Whistler scanners that can also receive DMR include the WS1080, WS1085, WS1095,and WS-1098. These are discontinued, but you might be able to find one in good shape either on eBay, or the classified sales forum here on RadioReference. (These may require an upgrade for DMR, if it had not already been done, but that is a free upgrade from Whistler.)
