Does anyone know how to program a pro 95? Can I use my laptop to program it?

Yes! There is an excellent, free program available:
Software for RadioShack PRO-series (PRO-92, 93, 95, 96, 97, 99, 163, 164, 106, 197) and GRE PSR-series (PSR-500, 600, 300, 400, 310, 410) scanners

You just need a programming cable from Radio Shack (or you can find on eBay).

If you get a (very worthwhile!) membership from RadioReference, you can import the frequencies you want as well. This is the easiest way to set up the Pro-95 (although you can still hand program it, referring to the frequencies found here - your choice)

Quick correction - I re-downloaded the software and it appears you can't directly import - however you can cut/paste or directly input frequencies via the software and then update your Pro-95.

Wirelessly posted (Mozilla/5.0 (iPod; CPU iPhone OS 6_1_3 like Mac OS X) AppleWebKit/536.26 (KHTML, like Gecko) Version/6.0 Mobile/10B329 Safari/8536.25)

I have one that I recently got after my other pro 95 quit working.. All I need to get now is the yellow battery holder for the rechargeable batteries and I will be set... As far as programming I have found for small towns its easier to program by hand. As many ucan systems as are in salt lake and Utah county areas although it may be easy to use the cable it seems to program all the systems in single banks or groups which it will only scan the first control channel in the bank and ignore the others. One ucan system per bank is better to use than grouping them in one bank.. Just a thought same with the pro 164 as well same setup . Same results.

Pro 93-95 is useless on Motorola based systems due to rebanding. Great for EDACS systems where LCN channels are programmed in. You have to program in a custom table to make it work which these scanners are incapable of. Look for a good used Pro 96 for sale and you can use the custom table and listen to UCAN without issue

It's still OK for VHF/UHF scanning. That's what I use mine for.

No it doesn't. The Pro-95 only tracks on frequencies in the old trunking tables not affected by rebanding (frequencies with the 4th digit ending in 5, i.e. 856.9875) but will not work with new trunking tables using 0 in the 4th digit (852.1750). You may think you are hearing everything but you are not.

Bcd346 is different programming from the pro 95... it doesn't have the channels ur used to on the pro 95.. which makes it harder to program and use.. but once u get the hang of it its easy. Just not at first

At the risk of being OT (since the question is really OT anyway...)

First off, you need to understand that a 346 uses a very different memory scheme than the old PRO-95. There are no more 'banks' - it's all 'systems, sites and groups'. To quote a small green elf like creature from a galaxy far far away, 'you must un-learn what you have learned...'

This article from our wiki has links to just about everything you need. FreeScan is freeware and works well.

Now back to the topic at hand....Mike
