I'm totally lost in how to get started is there anyone in the Boise Idaho area I'm in Nampa that could help me ??

It is far faster and easier to program using software. For your scanner you can use ARC500 or PSREdit500. I use Butel ARC500 Basic to program my Radio Shack PRO-197, the older brother of the Whistler WS1065. The software works for both scanners. Most of the law enforcement agencies in Ada and Canyon Counties are encrypted and cannot be monitored by any scanner. ID State Police Dispatch, Fire, and EMS are open to receive. Which programming cable do you have? I would be happy to help you with the programming.

Building upon the aforementioned info you'll only be able to receive mode "D" talkgroups on the system linked below. Looks like only fire operations in Nampa are "in the clear". Nampa & Boise Law Enforcement are fully encrypted, looks like Boise Fire uses the Ada Fire talkgroups which look to be clear.
