I have the DMR upgrade. My main preferences are Law, Fire, EMS and Ham. I presume I can just toggle FLs on and off as desired. However, contrary to one of the videos I watched, I have to turn on Full Database under "Select Lists to Monitor" or I get the nothing to scan error. I just tried turning all lists off, then selected only three. I got the nothing to scan error. Sigh.,
When creating a Favorites list, there are several options.
If the system you want to program is in the main database, then you can append the system from the main database to the Favorites list you are creating.
If pulling data from a different list (or from a different scanner model), you can copy the sites & talkgroups to a file such as a *.csv, then copy & paste from that file (such as a *.csv) into the matching fields (departments channels/talkgroups, or site frequencies) .
As you are a Premium Subscriber, you can use software, such as ProScan, which you indicated you have) to import from the RRDB you see online into the systems, sites, & departments of the list you are building.
If you append, from the main database, your append carries over the departments, and their talkgroups, as well as sites with their frequencies.
Similarly, if importing from the main database, using ProScan (or ARC536), that also brings over the departments and sites. Both of these methods also carry over the location & range detail for each department and site.
On the other hand, if you copy departments (channel names & talkgroups) and sites (with the frequencies) into, for example, a *.csv file, you can then copy & paste from that file, or import if that is an option for your software, into your Favorites list. However, if copying & pasting (or importing) from a *.csv file, into the list you are building, that will copy the channels & talkgroups of a department, and the frequencies of a site. However, that does not import location information, which is on a different 'screen'. If location, for a department or site, is left blank, location defaults to 0 degrees for both latitude & longitude, which is a location off the coast of Africa in the Atlantic Ocean. The scanner would then treat any department, or site, with a blank, or 0 (zero) location value as being out of range.
I spot checked some of the departments and sites from your *.hpe file. Most of them do have locations entered, though there are a couple of blanks. The *.hpe file you posted is set as
No in the list of whether or not to use location, so if the file you are actually scanning is also set as "No", then location control should not be an issue.
Profile - do you have your favorites set to both download and monitor?
As nessnet noted, be sure that your list(s) are set as both to download, as well as monitor.
Look at ''Set Scan Selection"
And then access Select Lists to Monitor.
Your Favorites lists should be listed on this screen, if set to be downloaded to the scanner.
For lists that are set to be monitored (when data is written from software to the scanner), you should see a "Yes" besides the list's name.
Make sure that all your lists (that you want) show up in the Selection screen, and that those you do want to monitor are tagged as "Yes".

Since you have quick keys assigned for your system, you might also need to enable Quick Key Status:
In Sentinel's Favorites list editor, select the name of your list, then access the System Quick Keys tab.
If you <right><click> somewhere in the middle of the list of keys, you'll get a pop-up menu with the option to set Quick Keys Status to "On".
