BCD325P2/BCD996P2: Programming Issues Brampton DMR

I've been trying to get The Brampton DMR system working on a 996P2 with the DMR upgrade done on it for some time now with very little success.
I have tried :

FreeScan (NO DMR SUPPORT)
ProScan
ARC-XT

All of which I have used the RRDB import feature.

I have listened to the system on a Motorola and Transit was talking very often, on the 996P2, barely a peep. I'm wondering if anybody can point me in the right direction to get this working.

Are you 100% certain your DMR upgrade was applied? Are you getting signal bars for the control channel?

Where are you geographically? I've narrowed down site 1 to 100 County Court Blvd, but I haven't had time to go for a drive to find Site 2, I suspect it's on one of the tall buildings in Bramalea, or possibly at BCH, but not 100% sure. I can get site 1 pretty much anywhere and the system is VERY active.
