Programming my TH-F6A to rx local police/fire

I just received my Kenwood TH-R6A. The salesman at HRO assured be that I could program the "B" side to rx local police & fire frequencies. (I am in Northern California). When I try to enter 488.3125, the radio only has enough blank spaces for 488.312. The minute I press the "2" the radio changes it to 488.300. I haven't had much luck using the KRS-F6 software to do the same. Is this radio not capable of doing this?

Change the frequency step size to 12.5 kHz. Tap the F key then the 0 key.

Ok

Yes, I was able to get to the desired freq. 488.3125 using the tuning knob by changing the step increment. I've read the manual, and I can't figure out how to assign what is now displayed and receiving to memory channel 51 so that I can download from the radio to the software so I can see how it is configured and then I can setup the other public safety freq. I also can't seem to assign the CTCSS tone, 114.8 to the frequency. When I switch back to the 2m display, I can set a CTCSS tone there (A side). Sorry for the rookie questions.

From an owner of a TH-F6, They are a very good amateur radio. However as a scanner they suck. Nuisance lock out, for example, requires menu navigation. Love mine, won't give it up, but I have a scanner also.

I did notice that with the F6A in the upper 488 freqs. I to have a scanner, many actually, but my portable scanner is the Uniden 396XT but I hate to carry two radio when one can do both. But I probably will end up doing that since the audio level of the 488.x frequencies is pretty low.
