If you have the Oklahoma city EDACS system programmed into your 197, you won't hear anything from the county or cities. The TGID's are 'D' and use ProVoice, which can only be heard on scanners that decode that digital mode.
Is it worth buying a scanner that does ProVoice. No. EDACS is being phased out. Plus, you have to pay to put that mode in only a few expensive scanners.
You may have luck with Statewide system. Very few TGID's for your county.
The 197 decodes EDACS.

It doesn't decode PROVOICE. Which Oklahoma city uses. You did read my post, didn't you?

The Pro-197 decodes analog EDACS. It will not decode ProVoice digital.
Using programming software will make that much easier. The three most popular options that work with your scanner have free trials. (ARC500, PSREdit500, and Win500.)

Edit: I missed that the system is ProVoice. The software will program the info, as an EDACS system, but will not decode any digital traffic. (As pointed out by others.)
