Hi I have a SDR and I am trying to program a P25 Phase 2 program. All I have for the frequency is the DEC and HEX code from radio reference and I don’t want to pay for a premium subscription. How will I program a frequency like 4659. Thank you

You need to read up on how trunking works. 4659 looks to be a talk group id.

Specify what you are actually trying to program so assistance can be offered.

What SDR software are you using, different software packages are programmed differently. Also, as @dave3825 said, 4659 appears to be a talkgroup, you will need to listen to the control channel from the site near you to be able to hear the talkgroup, if you tell us what system you want to hear we will be able to help you better.

It looks like you are trying to monitor this system:

Below are the frequencies for the West Orange Simulcast site in Essex County. To get started, you will need to tune to each of the control channels (shown in red) to determine which one is the active control channel.

1 (1)001 (1)West Orange SimulcastEssex, NJ769.19375769.45625769.66875769.96875770.44375770.66875770.91875
773.34375773.79375c774.31875c774.54375c774.78125c

Once you determine the control channel, you should be able to start receiving traffic on the talkgroups.

Ok where did you get 4659? Thats N Caldwell Fire dept.
5483 is Roseland Pd and Ems

In any event, you would need to import the NJICS system into sdrtrunk. Since your not a premium subscriber, and don't yet have that luxury, you would create a p25 phase 1 system in sdrtrunk, and add the control channel freqs on the site nearest you

1 (1)001 (1)West Orange SimulcastEssex, NJ769.19375769.45625769.66875769.96875770.44375770.66875770.91875
773.34375773.79375c774.31875c774.54375c774.78125c

Just the freqs in red, do not enter the C.

Then it will pick up any and all tg's associated with that suite. So if you only want just the one tg, you would create that channel and then create a wildcard for everything else set to not listen.

If you do subscribe to rr, then you can import the whole system and just set everything your not interested in to avoid.

Yes, you will be able to hear all talkgroups that use that site. So you would need to set it up to allow the talk group of interest to play, and have everything else set to not monitor or record. If you're looking for the pd, see the pic above as 4659 is fire dept. 5483 is listed as Roseland PD/EMS.

With Roseland's move to NJICS, what are the plans for the existing VHF frequency? Is it a fall-back?
