Good known operational frequencies meaning P25 DMR Analog?
Control Channels, voice channels, data channels? You need to explain more if you want our help.
I'll just look into my crystal....uggg it's asking the OP for more specific info. DANGIT! 
I am running several other scanners - all vhf high and low. They all will lock on an active channel in the area but my psr-800 will just keep sweeping without locking on to the same channels that the others do.
Still isn't telling us mode or type of traffic. How about some examples of what is being heard? We'd love to help you but you aren't giving us enough to honestly respond. My answer based on what you are saying is maybe antenna, maybe interference, maybe location.
