I'm going up to Putnam County for a week on business and was trying to get some updated info. Searched around the FCC database and found some new frequencies as well...thought I could get some I'd help. I have to LB stuff downpacked for Fire, just need help with PD and EMS. Here is what I have:

Putnam County 911 - KEC202

155.985 PL 107.2, input 158.730. I show three different PL's...88.5 Central, 94.8 East and 107.2 West. FCC database show three sites, Mt. Ninham in Kent, AT&T tower in Putnam Valley and Brewster FD. My question is, which in east, west and central ? I don't relly know the layout of the county too well, but I'm assuming AT&T(Putnam Valley) is East, Mt Ninham(Kent) is Central and Brewster is West??? Also, is this frequency used for 911 polls only or is it main PCSO dispatch channel as well?

Also show under KEC202
153.935 I believe is Town of Kent. Showing as a repeater, input 154.950, PL 91.5
154.025 I believe is Town of Carmel, PL 91.5
Can anyone confirm these as well?

Reason asking, I found a new narrowband frequency WPOY-984
153.9125 PL 107.2, input 159.4575. Who is using this and what for? FCC shows two sites, Mt Ninham and AT&T. Also under same callsign 153.8075 as an MO. Anyone?

I came across 156.030 PL 103.5 for the SO as well. Anyone ?

For FD, new narrowband 154.4375, possible input 150.790, KED-862. Show sites in Mt Ninham, AT&T and Garrison. What is this for ? also so two 2 watt simplex channels under same callsign 154.070 and 154.220 along with 5 UHF channels.

Lastly, EMS...
What are they dispatched/operate on....here is what I have...let me know if it's correct...
155.205 PL 123.0 Garrison/Phillpstown and Putnam Valley
155.280 PL 123.0 Carmel/Kent and Cold Spring
also show 155.280 PL 123.0 as EMS to Hudson Valley Hospital.

All help appreciated

THIS IS THE PUTNAM 911 PRIMARY EAST SIDE POLLING CHANNEL, OCASSIONALY YOU WILL HEAR THE SO "CONTROL" ON THIS CHANNEL AS WELL, THERE ARE 3 DIFFERENT INPUT PL'S FOR THE 3 DIFFERENT TOWERS, THE OUTPUT PL IS THE SAME ACROSS ALL THE TOWERS,YOU CAN TELL THE DIFFERENCE BECAUSE THE COURTESEY BEEP IS DIFFERENT FOR EACH TOWER, THE PRIMARY TOWER FOR THIS CHANNEL IS NINHAM

88.5 Central (BREWSTER CH 3)

154.4375 IS THE INTRA-COUNTY CHANNEL, ONLY THE SO & 911 CONSOLES HAVE THIS CHANNEL AT THIS TIME, THE OTHERS I HAE NOT HEARD OF, THE UHF IS ALL FUTURE PROJECTS AND MOBILE EXTENDERS.

Lastly, EMS...
What are they dispatched/operate on....here is what I have...let me know if it's correct...
155.205 PL 123.0 Garrison/Phillpstown and Putnam Valley
155.280 NO PL IS EMS to Hudson Valley Hospital.
155.340 NO PL IS UNITS TO PUTNAM HOSPITAL

155.205 PL123.0 IS THE PAGER CHANNEL FOR GARRISON VAC, PHILIPSTOWN VAC & PUTNAM VALLEY VAC, ALL 3 ON THE WEST SIDE OF THE COUNTY, ALL OF THE EMS DISPATCHES ARE SIMULCAST ON THE FIRE/EMS/POLLING CHANNELS SO EVERYONE GETS THE JOBS AT THE SAME TIME WITH NO DELAYS.

DONT FORGET BREWSTER FIRE DEPT REPEATER 154.37 PL 123.0

THE LOW BAND HASNT REALLY CHANGED

THERE ARE SOME OTHER SCATTERED UHF CHANNELS THAT SOME DEPARTMENTS HAVE SET UP WITH REPEATERS, OR ARE USING SIMPLEX, MOST OF THESE ARE LOW POWER AND YOU HAVE DO BE ON TOP OF THEM IN ORDER TO LISTEN

Some clarifications

Gentlemen,

The information for Putnam County Fire F5 is reversed above. The correct sequence should read:

Units transmit on 46.540 (127.3)
40-Control transmits on 46.440 (127.3)

A couple of points regarding the emergency medical services:

Hudson Valley Hospital is in Westchester (Peekskill, to be exact). The Hospital/Emergency Ambulance Radio (HEAR) frequency used in Westchester is 155.220. Putnam rigs going into Westchester will use 155.220 to encode and brief the destination hospital.

My records show 162.2 being used on 155.205, not 123.0. If interested in monitoring traffic on 155.205 (162.2), may I recommend using Garrison VAC's in-band simulcast on 155.235R (179.9). My records show that Putnam Valley VAC also simulcasts 155.205 on 463.1375 (123.0).

Lastly, to expand on plectron's point above regarding FD's use of UHF, may I also recommend monitoring Putnam Valley FD's UHF simulcast of 46.380 on 453.9375 (123.0).

1.2 PUTNAM 911 CONTROL CENTER:
The Radio Control Center for the Bureau of Emergency Services with the Federal Communications Commission Call sign KED 862 shall use the identifier "PUTNAM 911" on all frequencies. The Control Center shall be located at the Putnam County Bureau of Emergency Services Training & Operations Center, 112 Old Route 6, Carmel, New York with transmitters located at:
• Mt. Ninham in Kent
• AT & T Tower in Putnam Valley
• Transmitter @ Tinker Hill
• Graymoor in Garrison
• Putnam County TOPS Building

The Control Center shall be authorized to use the frequencies as delineated in this procedure.

Radios should be manually set to Channel 5 and set to scan mode to be set up properly.
If your radio has the capability, set the secondary priority to Channel 1. This will help enhance reception of dispatches from Putnam 911.
Channel 1 will be used solely to receive dispatches from Putnam 911.
Use Channel 5 to communicate with Putnam 911 (responding, at scene, etc.)
In order for mobile units (fire apparatus, ambulances, medic units) to communicate with each other, you will need to switch to Channel 6.
After signing on with Putnam 911, all apparatus should switch to their previously assigned fire ground channel.
If your radio is set to scan Channels 1, 5, 13 and your assigned fire ground channel, you should be able to receive all critical transmissions without having to change channels. Do not scan too many channels at once! The jumble of transmissions may cause you to miss something important!
Communications with the paramedic units shall be on Channel 6.

1.2.2 ADDITIONAL RADIO FREQUENCIES:
No other radio frequencies may be installed in or used by radio equipment leased or purchased by the County of Putnam, Bureau of Emergency Services, without the written permission of the Commissioner.
1.2.3 BASE STATIONS:
All agencies, signed to the Putnam County Mutual Aid Plan and properly licensed, are authorized to utilize frequencies 46.38 and 46.04 in their respective base stations. Local agency base stations shall be restricted to 60 watts output on those frequencies. Local agency base stations shall use the identifiers of their agency name followed by "base" (e.g., "Brewster Base"). Police agencies, authorized to dispatch, and shall use their agency name as their base radio identifier (e.g., Carmel Police, Kent Police).
1.2.4 INTER-COUNTY RADIO COMMUNICATIONS:
All inter-county communications shall be routed through Putnam 911. The primary method of contact between County Communications Centers shall be the use of the INTER-COUNTY radio frequency, 45.88. The alternate method of communication shall be telephone. The use of 45.88 is restricted to County base stations, Emergency Services Coordinators and staff of the Office of Fire Prevention and Control.
1.2.4(a) EXTREME RADIO TRAFFIC:
At the discretion of supervising dispatcher during times of extreme radio traffic or imminent severe climatic events, the following message shall be broadcast Countywide off all towers. “Putnam 911 to all units, be advised fall back condition is in effect. Units are to cease transmissions to Putnam 911 unless urgent.”
When in receipt of the message the following procedures shall be in effect:
(1) All departments are to insure base units are manned for all Fire & EMS calls.
(2) Individual bases will be responsible for monitoring, recording all times, and requests for inter-department assistance status of unit etc. Bases shall notify Putnam 911 via phone or radio when call(s) is/are covered.

The third digit of the number signifies the type of apparatus.
The fourth digit of the number signifies the unit number within the local agency.
EXAMPLE: 24-4-2 means, Putnam Valley Fire Department's tanker number two.
