Has anyone noticed that there is a set of fast sequence of touchtones that is heard before the dispatched tones?

Sounds like you're referring to ANI, automatic number identification, which identifies each users ID and/or unit number.

Yes. The hardware they are using must retransmit on the VHF at least the manual dial sequence for the tone board.
