When a city has QSC for their tone data, what does that mean? And does DPL mean the same thing for the tone data settings as DCS

DPL is the same as DCS. DPL is the Motorola Trademark name, like PL tones are to CTCSS.

Not sure about the other question.

That's CSQ (Carrier Squelch). It means there is no PL or DPL in use.
