Question about warren pd dmr

My dad is hard of seeing, and I got a cheap dmr radio, is the pd encrypted, or in the clear, that way when I send him this radio it will not be a bust, safetydoc since you work in the area, could you help me out here or anyone in the warren area?

The Bradley city SO is, it has been awhile since I was over there so not certain on the PD. My guess is they are. Most of the surrounding counties are.

I find it that most are cause of Reynolds Radio has the Drew Bradley Calhoun and Ashley s most counties are not in Arkansas
