You can toggle between ID Search and ID Scan by pressing FUNC and then SCAN. If you see NFM, you are not detecting the control channel. That could be due to having the wrong frequency programmed or possibly simulcast distortion. You have 2 trunked systems, one for Marion County and the other for Ocala. The Marion County system has 3 sites. What control channel frequency did you enter and are you using programming software?

You are scanning a trunked system:

When scanning that system type (trunked versus conventional), your scanner is monitoring the control channel, and looking for talkgroups. When you see ID Search, the scanner will stop on any active talkgroup it finds in the system, with the exception of any that you have locked out, or that are in a Group that is locked out. Encrypted talkgroups are skipped as well, though once in a while, the scanner may stop very briefly on an encrypted TGID, but as soon as it recognizes encryption in use, it will resume scanning.

If, instead, you see ID Scan, the scanner will only be looking for active talkgroups that you have programmed, and that are not locked out nor are they in a Group that is locked out.

On the 396XT, you can toggle between using ID Scan and ID Search by pressing the Function key, followed by the Scan key.

I prefer doing ID Search as opposed to ID Scan when monitoring a trunked system. On ID Scan, if, for example, you are downloading from the RR database, you will only hear those talkgroups which are already identified in the database. If you use ID Search, you will also pick up talkgrounds which are likely associated with the system, but which not have been ID'ed (or tagged), in addition to the ones which have already been identified.

For me, ID Search makes for much more interesting listening. Some scanners, notably the SDS series, have the ability to automatically search for talkgroups within a system that have not yet been identified, even when the unit is unattended.
