comparing these 2 items raises a few questions

1. which ground freqs are correct?

2. is 134.15 an emergency channel by any chance? used to talk to any aircraft having an emergency on the field

134.15 is a Ground Control Frequency, according to the ADIP page you linked. It's not listed on the FAA Airport Diagram. It might be a secondary frequency considering the "GND/S" notation.

For the most accurate frequency info, click on "CHARTS" on the upper left-hand corner of the ADIP page. "Airport Diagram" will give you the most current chart for ORD, with the frequencies in use at the airport.
