Radio Techs on STARS Blue 1

Over the last several days, I have been hearing radio tech testing STARS radios on VSP Blue 1 (TG 6) though the Williamsburg tower. This testing could be related to software upgrades set forth in http://www.radioreference.com/forums/showthread.php?t=94644 or it could be new installations.
