Rail frequency use in LA County

I find myself in Los Angeles county sometimes, and since so much of public safety is encrypted I often try to listen to rail instead. A few times now I've come across strange uses of rail frequencies, such as this example where it sounds like the audio of a fitness program is being transmitted on channel 115 (160.3425).

Does anybody happen to know what/why this is? Is it just someone trying to jam the frequency for some reason? Seems really strange.

That's a TV station's IFB channel. I don't know which station as it isn't in the database.
Listen to it while turning the dial on your TV to find it.
Simi Valley PD also used to be on a railroad frequency. It was so strong I could hear it in Orange County
Railroad channels can be used for other purposes

This isn't a rail frequncy but on 166.2500 (USFS Air Tactics 42) you will find KFI-AM 640 Radio in Los Angeles.
