Recieving Problem

I have a Uniden Bearcat BC860xlt and I'm wondering if there is a way that I can amplify the incoming signal with the supplied antenna that came with it?

Without putting an amp on it - not a real good idea for reasons I suspect you already know - the answer is no.

Consider putting a better antenna outside, if you can - even a mobile on a large metallic surface like a fridge is likely to work better than the little sticks these old radios came with...Mike
