I'm not sure the naming convention is accurate because this system is for region 5 only, as far as I know.

No it is not just for Region 5 anymore. It is being expanded.

For what it's worth, the 700mhz frequencies on Pinellas P25 Site 1-12 are noted for RDSTF use, however that site number is already in use.
