When I had a limited data amount with my internet access I used two interface boxes called RemoteRig that doesn't need any computer. They use very little data and compress the audio to small packages and have 2 serial com ports, one USB port and a control port for a remote head and one audio stream and all in both directions. The control of a radio or scanner are instant and audio are not delayed more than a 100-200 milliseconds, there's a small echo heard if I monitor the same transmission at home and the RemoteRig receiver are 50km away.
I can use a virtual display or a real control head like the one I have for an Icom R2500 and there's no different than having the scanner at home and using manual tuning of the frequency as control and audio have virtually no delay. I had one scanner connected at each end and could monitor the other remotely from either end.
If delay are not an issue, like for most scanner use, the ProScan software package are probably more suitable, and much more affordable, if you can setup a computer at the remote site that works reliable and doesn't need any attention or regular reboots.
