I work at a TV station in Scranton Pa. For years we've had a remote scanner placed at our transmitter site, but it would only recieve low/vhf and uhf. The hill it's on a RF "hell" and VHF in the scanner was REALLY desensed.
Anyway--we tried several scanners and I was convinced that we'd never find a solution. We just purchased a new Uniden and wow---we can actually hear VHF in our outlying areas.
This is the scanner we purchased.

You should have much of the same reception with the BCT15 that your BCD996T has too if you need additional radios without P25. Uniden did a great job on both of these models.

I do those type of installations and found that using a rubber duck, ATT and PL/DPL tone works better than any other combo. Good Luck on new installation .
