Russian Scanner Laws and Frequencies?

I'm going to be going to Moscow in August of next year... Anyone know of laws regarding scanning over there or of any frequencies?

Don't know the legal situation, but during the summer there is always a lot of Russian skip between 30-50 MHz here in Germany.

I read somewhere that Russia, especially in the south is implementing a Project 25 TRS, maybe for public safety purposes? I can remember it saying that it was going to have multiple sites. If you check the Motorola Web site archives, you will probably find the press release regarding this new system.

Hmm... I guess I'm gonna be Close-Call-ing the entire time there. Hopefully I'll catch a meletsioner (police officer) talking on his handheld.

I came across this article awhile back http://www.tetramou.com/tetramou.aspx?id=2834 - it shows info on Russia and TETRA systems. The last article I saw regarding scanning in Russia was from the Strong Signals site stating that scanners were legal to buy, but a permit is needed to operate.
