It was a hoax:

Well, there was certainly plenty of activity regarding the incident on the dispatch channels on Broadcastify.
Huge overreaction. It's just ridiculous how silly people can be sometimes. Not that I think they should cover up information -- certainly not. But my cell phone was blowing up with messages about taking cover and like the world was going to end. Not once did they mention that it was a baseless tip with no shooting or actor identified. That probably cost the Texas taxpayers a couple million dollars.
