Santa Paula PD Discrepancy

Since around 5 PM I’ve noticed Santa Paula PD, 158.835 PL 100.0 has also been coming through on 158.73 PL 100.0 which is Ventura County SO car-to-car. Verified on 4 scanners. Any ideas what’s gong on?

SPPD is 5 bars on 158.835 & 3 bars on 158.730 on my 996XT.

You might have to wait awhile as SPPD isn’t that busy.

A friend of mine is reporting hearing it right now from the summit of South Mountain at a Q4-Q5 signal, 5 bars. They also report an awful hum on the signal, and don't believe it's on the site itself unless it's very low-power. They're also reporting it's quite loud from here, on the north slope.

It appears at random for random periods of time during my random scanning. Don't take time to do long time investigation.
2216 SPPD still silent. I'll get back when I hear them.

2235 They're back as described above. Hum & all. There is no hum on their dispatch frequency.
At least what I originally reported has been verified. What the heck is going on?
