Scanner laws in CONNECTICUT???

I recently heard from a buddy of mine that a new scanner law was passed in Connecticut making it ILLEGAL to carry a portable scanner? I don't really believe him, So can someone enlighten me as to what the law is?

I just looked in Lexis Nexis. The only reference to "police radio" in Connecticut's codes is in a statute that has been repealed. The word "scanner" appears in a statute that refers to unlawful possession of devices that can scan credit cards which was proposed in October, 2006.

So is it still legal to carry a scanner on your person, or in a vehicle in Connecticut?
