Hopefully 0, most of the time. But if you Do show an error, it's likely no fault on your end.

You'd have to be standing looking at the transmitting antenna.
Are you actually seeing these signal strengths?
Under what circumstances?

You aren't keying up a transmitter very close to your scanner antenna are you?

Right. the lower the Dbm, the stronger the RSSI indication.

If you go back and follow this OP they have been trying to receive P25 Signals for Trunking Systems over 50 miles from the OP to Tower Site with Beams Line and PREAMPS -35DB would be so high it would overload the Frontend of the Scanner so bad it would Desense the Scanner to the point of bad reception.

What does the RF Gain do in the Waterfall does that help or hurt reception

How does it receive otherwise? Just on one frequency? Not receive anything?
