The OP's works for him too... When powered other than from the scanner...

I keep a power breakout wire around when troubleshooting this type of thing. It breaks the power pins out from the data lines onto separate male plugs, so I can power hungry devices independant from the host.

Yes, as long as the dongle is powered by anything other than the front USB port, I am a happy camper.
