I was reading the Seal Beach Emergency Operations Plan and in numerous parts it mentions:
Two VHF radio networks, one maintained by the Public Works Department and the other by the Marine Safety and Lifeguard Department.
and
The City’s Marine Safety and Lifeguard Department has a very high frequency (VHF) radio network and a separate Long Range Acoustic Device (L-RAD), which allows users to broadcast voice messages over a larger area than normal loudspeakers allow for. The Seal Beach Public Works Department also maintains its own VHF radio network.

It doesn't sound like they're referring to Marine VHF radios, but as they call it, a radio network maintained by them. Does anyone have any further info on this network?

If you look at images of the Pier, on the life guard tower, there appears to be a large speaker on top. Maybe a PA system tied into a two-way radio system for warning announcements. There is probably more up and down the beach.
