Here if it is a drunk driver, it is a non-concent (secure) tow because the owner has no control if it is towed or not. A concent tow is one of which the owner makes the arrangements for the hook. A tow which requires further investigation is called a evidence hold or city hook.

A secure tow will go to a single company holding a contract with the PD and the vehicle will need a VR or release slip from the PD to get released. An insecure tow will most likely go through a rotation or association with a call out list which local tow companies will pay to belong to. Let me know if you need more info.
