Shell Refinery - Norco

Does anyone have any updated info on the Shell Norco system. I had it programmed at some time in the past and was able to monitor as a Motorola analog system. Recently I tried and couldn't hear anything.
I searched the FCC database and the frequencies in the RR database appear correct. I reprogrammed my scanner with another system for the same frequencies programmed as P25 thinking it may have went digital.
On either system, when I stop the scanner on a control channel my 396 doesn't show the a site number. Additionally there appear to be multiple control channels running at the same time. Sometimes a control channel will be going, then just cut out.
Did they possibly change to some unmonitorable system? Any thoughts?

454.6000 is the CC and it is P25 digital now!

Got it, thanks. Still curious what they're doing with the old 800 MHz channels, they still have some type of repeater noise on them.

Could be a back up for them like the JPFD we have a back up 800mhz that still is operational
