Sounds like a "suicide by cop" situation.I don't think him being shot had anything to do with base rules. Probably had more to do with the object in his hand.

That goes double for for Federal installations... having done contract delivery work with some in NV over the years, believe me when I say they do not play games when dealing with trespassers... Those places are located in the Middle 'O Nowhere for a reason!When an officer/agent in uniform give a command, it's usually a good idea to obey.
Anybody should know that if you approach the police with a 'cylindrical' object in your hands and refuse to obey verbal commands, you will be shot. This definitely sounds like a suicide by cop scenario. By his actions, he guaranteed that he would draw fire from the police officers at the scene. Seems to happen quite often these days...

Forrest Gump was right. This happened on a NTS installation. The military plays by different rules on their side of the fence. IF this guy had not run the Mercury gate in the first place, and IF he had stopped instead of engaging LE in an 8-mile pursuit, and IF he had dropped whatever he was holding when ordered to instead of challenging the barking end of an M4, he wouldn't be dead now. You can drive right up to that gate off US 95 and read the sign that says "Use of Deadly Force Authorized." Everyone that lives in these parts is aware of this and we simply keep our distance.IF a civilian were to shoot someone without being able to clearly identify a weapon they would be in serious trouble.
I forget who or where this happened, but years ago there was a mobster who was ordered to drop his 'weapon' as he got out of his car, yet he raised the 'silver cylindrical object' and was subsequently shot and killed. It was his leftover meatball sub wrapped in foil. Gives me heartburn just thinking about that.
