TAC stands for 'tactical' and that is just a name given to channels needed 'in the moment' vs regualr dispatch or other designated talkgroups. As it is just a name and the talkgroup is just a talkgroup, there is no reason to assume it is or is not encrypted. Typically law enforcement are the only ones to encrypt. Sometimes they encrypt everything, sometimes only when the need arises for security. There are exceptions of course such as Fire/EMS agencies that also use encryption but they typically do not.

As others have said, reference the database for the tactical talkgroups for your area and you can program your device with the proper talkgroup number. A quick look shows 9 TAC channels for Berkeley, and only the arson investigation channel seems to use encryption.

We refer to them as Talk Around Channels (TAC). We are supposed to use these channels to refrain from interfering with emergency traffic.

As long as everyone knows what and how to use them you can call them whatever you want. But in the parlance of the industry 'talkaround' (also called 'direct') typically refers to a conventional repeater system, where instead of using the repeater normally in a duplex fashion you instead use only the output frequency for simplex. This way anyone still on the repeater channel will hear you if in range, but you don't activate the repeater thereby 'talking around' it.

If your Tac channels are on a trunked system, you aren't talking around anything you just switched to a different talkgroup freeing up a dispatch channel for other calls.

Also on a trunked system, due to the design and operation, any simplex channels used as talkaround are typically separately licensed simplex frequencies rather than any of the trunked repeater output frequencies.

Is there any likelihood that Ohio County will ever send their band plan for their simulcast system or will it be like encryption for many of us who can’t receive them?

Load this file in sentinel and write it to your hp-1 ans see if it solves the problem.

Referring to this:

FYI, the 2.155 link I got is the same as the 2.145 link in the earlier notification email, except the "2p145" is changed to 2p155". And it uses the same zip password. So you might be able to download your 2.155 update now by just editing the 2.145 link you already have.
