Skywarn and weather alerts

I'm brand new to setting-up a scanner. I have a PRO-97 and using WIN97 to program the scanner. Having trouble with setting-up the skywarn for galveston county.
Galveston Skywar 145.410000 FM 0.0
Galveston Skywar 446.025000 FM 0.0
Galveston Skywar 443.275000 FM 0.0
Here are the frequencies and type is CONV? is this correct?? I do not hear any communication.
The second question is I'm not able to received any alert from the weather channel. It is set as PRI and the frequency in 162.550000 per NOAA. The SAME codes are Galveston 048167 and Brazoria 048039. I know their is a warning and i'm not receiving it.

You have to leave the wx alert mode on. There is only activity on the sky warn repeaters when there is a tornando watch in effect. It is also possible that the frequencies changed for the ham radio repeaters in that area so do a 145.1-145.5 MHz and a 146.52 - 147.5 MHz search. You could also try to contact the local skywarn org to see what frequencies they use.

Thanks for the help on the weather alerts. In simple terms how do I use the search?? The radio Shack manuel is difficult to follow. All help is appreciated.
