Snyder County, Pennsylvania EMA - Still Conventional Analog?

I am preparing to travel up to Snyder Co, Selinsgrove and am taking my Baofeng UV-5R to scan. I noticed Snyder County still utilizes a conventional VHF dispatch system? How is it still legal under the latest P25 standards? The reception on their radios must be poor?

Analog systems are still "Legal" as any others. There is no law that says you must switch from analog systems. Just has to be narrowbanded from older wideband.

Everything in the database lists narrowband. Now the public works channels are FM but probably cause no one has confirmed if they did narrow. But by law they would had to have done it by now.
