Software for tracking

I am the EC for Texas County OK. I am wanting to find a software app to work similar to systems used by LE for computer assisted dispatching and tracking. I have the Skywarn DOS based program but am looking for something more updated so I can use the laptop for other things. With the DOS based app, I can only use that software.

Is this the KA9ZGH Software? Seems strange that you couldn't use it in a window...
