I'm not familiar with their system or the area, but a couple things come to mind.

Their repeater may be down.

The truck that covers the Buffalo Gap area may not be able to get their normal repeater so they use one that is more local to them.

Dispatching of first responders.

Looking through their website, they have a station in Buffalo Gap. I'm assuming they use the Buffalo Gap repeater due to repeater coverage.

Not sure my answer will suffice, but they could be using one dispatch center. I hope you do understand that Buffalo Gap is the volunteer fire department and STEMS is EMS..... 2 different entities. One dispatch channel for both is more efficient, fire can be dispatched and then EMS if needed, or visa-versa.

All I can say is that if you are not in the business, it can be confusing.... Also, both repeaters are on the same tower, so coverage is roughly the same...... in short, making it easier for dispatching is more than likely the reason....

Unfortunately you’re not the owner of the system and don’t have an MOU/A with the owners so unfortunately “annoying the hell outta you” doesn’t mean anything and they aren’t there to make you happy

More then likely there are coverage restrictions that has them using that channel. Also many dispatch centers simulcast tones over multiple channels to cover the gaps. Many agencies also have their own repeaters for use but the Center doesn’t monitor it. But more then likely it’s coverage related
