Special Constable???

I have been hearing more and more latly on opp, and city police forces talk about special constables. Anyone have any info on what a special constable is or what their duties would be?

I think they are special constable=trainees that go out with a OPP officer on their rounds for training purposes

In general, a Special Constable is someone who has been appointed as such by a Police Service. For example, the TTC security guys are all Special Constables. This gives them a lot more power than a Security Guard. They can arrest and release (as opposed to a Security Guard who has to wait for the Police to release), they can arrest off property, and a whole bunch of other things. They can also enforce a lot more than just TPA. When on property, they have every bit as much authority as a Police Officer to enforce the Criminal Code, as well as whatever other acts the Police Service authorizes.

They are also Peace Officers which is why you see Document Services and Court Officers being Special Constables.

Special Constable would be over other Constable ? Looking at the TPS I see no Special Constable? The Staff Sergeant would be over a Sergeant and the Inspector over a Sergeant or Staff Sergeant and Superintendent over a Inspector ..

A Special Constable should be over a Constable and this is first class, second class, third class, fourth class ??

Besides the Chief of Police, the other command officers are the Deputy Chiefs. They head the command units:

Human Resources - Keith Forde (current)
Specialized Policing - Anthony Warr (current)
The Chief Administrative Officer is a civilian post, currently held by Tony Veneziano.

University security can be special constables...I know that Carleton University
security in Ottawa has this status.

Right?

No its not a rank.

Special Constables like others have said can do all sort of duties.

Some Police Auxillary are special constables, TTC, some universtity police, some technical functions.

Campus Police Authority

The Special Constables at Western are often asked about their authority; where it comes from and what powers they have. The following explanation may help to clarify this.

Campus Community Police 'special constables' are each approved by the Ontario Ministry of Community Safety and Correctional Services and receive their official appointment at a "swearing in ceremony" on behalf of the London Police Services Board. This is one of the reasons there continues to be a close affiliation between London Police and Campus Police.

Can Campus Police officers lay charges or arrest someone?

Yes. Campus Community Police have many of the same powers and authority on campus as London Police have for the entire Province of Ontario. For the purposes of the Criminal Code, Campus Community Police are peace officers. Authority for CCPS is the area within the boundary lines of University and affiliate's properties.

Can Campus Police officers lay charges or arrest someone off campus? If so, how far off campus?

Campus Community Police have jurisdiction within the boundarys of the University of Western Ontario and its affiliated University Colleges. Their authority extends further during fresh pursuit or during the transportation of prisoners. If a Campus Police officer finds someone committing a criminal offence outside their jurisdiction, they may arrest that person but must turn that person over to a London City Police officer. The London Police would lay the appropriate charges.

Do Campus Police officers carry guns?

Campus Community Police officers do not carry guns. Every sworn member is trained, and recertified annually, in provincially mandated “Use of Force” training. Campus Community Police officers do carry a baton, Oleoresin Capsicum (pepper) spray, and handcuffs.

Where can a Campus Police officer pull me over in my car ?

Campus Community Police officers drive marked police cruisers distinct in markings from London Police Service vehicles. Their primary focus is traffic management on campus roadways. In cases of criminal driving offences, such as impaired driving, Campus Police officers will, in the interests of public safety, pull a driver over anywhere. Under these circumstances, London Police Service will be contacted to attend to continue the arrest and lay charges.

Is there a holding cell on Campus?

There is no holding cell on Campus. When a suspect needs to be held in custody, Campus Community Police transport prisoners to the London Police Service Headquarters Detention Unit.

Are UWO campus police still on UHF? When I was a student there (1991-95) I was involved in the Foot Patrol and we had a channel on the UHF repeater which was in use at the time.

LPD was still using their "ancient" VHF system too. :D

No, they are on a UHF system now which is also patched onto a talkgroup on the cities Edacs system.
