Squeak up tones-MDS? something else.

Spent hours on sigid wiki trying to identify some 5/6 tone profiles. Sounds like MDS but won't decode. the channel is a dispatch fallback for the region/county fire. 2 types of tones. I reworked some recordings and a screenshot.
I want to decode this but need the right protocol to do it. Hoping someone here knows what this is.

MDC1200 with preamble enabled…. You’re not supposed to hear the preamble when data muting and repeater hang time are timed correctly

Yea, everything pointed to MDC1200. I must be getting the preamble, as looking close, I am recording everything from the carrier up. so, now I need to find why my decoder no longer decodes it.
I did find that the channel groups using the frequency are also using a non standard CG tone-93.75 Hz.

Addendum: One station, I am getting the uplink as well as downlink. one dispatch station is not sending the MDS.
