Trying to program the city of St Joe., Are they just using digital, do they use some conventional? What I want is just the active channels with action, law, ems, fire etc.

Look at the St. Joe 800 P25 system, they're all on it. If you want to hear rural fire department pages, they go out on a vhf conventional channel, and when they go enroute they use the 800 system.
