STARS help!

Could someone possiably help me???
I have a Radio shack PRO-96 and I have been trying to monitor the VA. STARS system in the Richmond area. I Cannot seem to figure it out from what I understand it is a motorola system but, I cannot get it to trunktrack. If I put the frequencies in and leave it in FM mode it will recongize thats its digital but, I will get a open squelch on the channels other than the control channels. I Live in Chesterfield County and the Chesterfield, Richmond, Henrico,Colonial Heights TRS works just fine.

If you are using Win96 http://wiki.radioreference.com/index.php/Win96 at the bottom is the correct multi table for STARS. Check the multi table box for 9600 in the main system area when your are entering everything.

I'm not using Win96 to program. Is it possiable to program manually.

I just want to say thanks Aaron and Frank the information. It worked, too bad it cost a extra $30 but, I even called radio shack to see if there was another way to program it. And the guy had no idea how to program, and did not even know if doing it with Win96 would work.
