These were active last night for State Fair Meadowlands.

468.3125 DPL 125 - Fair Operations
451.0000 CSQ - Fair Operations
151.6250 TPL 100.0 - Fair Operations

Also, notice the following are carrying radios all on differnent radio systems leading to zero inner interoperability.

State Police (700 Mhz)
Safety Services (220 Mhz) was getting numerous 220 hits on close call on the fairgrounds.
State Fair Operations (UHF and VHF)
NJSEA Security (DMR)
NJSEA Fire and EMS (Different DMR system other than security.

I don't know that they have this in practice, but, a lot of events that I work have a unified command center where there are representatives present from each entity that has a major role. Each of those people coordinate responses to issues as they arise. While these is very little need for some of these people to talk on the radio to each other their guidance is to contact whomever their coordinator is who is sitting next to the person who has the resources to solve the issue. This is often unseen. Just because there are a lot of different entities on different everything does not mean their leadership is not communicating within their command structure and often from the same physical room.

It might not be radio interoperability but it certainly solves the issues of desperate systems and command structures.

Yeah there's an ICS system established for this, State Police and NJSEA are very good with their command structure and getting information across services.

There is a lot more to "interoperability" than everyone having multi-band radios with everyone else's channels in them. In fact, that is often the wrong way to go about it, as it can lead to chaos and confusion, especially when agencies are not using plain language and are unfamiliar with each other.

For anyone else who might be attending the fair, if you're able to check out the NJICS Meadowlands site, the frequencies seem to have changed. The control channel is currently 770.70625. Any reports of the new frequency lineup would be helpful.
