static problem

I currently have a tv balun with 2 copper wires 1 is 18" and the other is 24". I listen to fire abulance and police 2 of the further away police come in clear as day but the closest one i get nothing but static..... what gives?

Where are you located? There are many possible problems here, the freq might not be programmed right, your scanner can't receive it due to a trunking system, it is so close that the scanner is getting overloaded, etc.

Im located in north east pa...... the poconos. The frequency im try to get is 460.1500. It comes in static as hell. The other 2 channels are ok

RT169 raises valid observations - are you sure the problem is static?

The first thing that comes to mind when you say the 2 further away signals are fine but the closer-in signal is not, is that your receiver front-end is been saturated.

Are these analogue or digital transmissions? Are they FM or AM? Do you have an AGC switch on the receiver, and in what way does the demodulated signal sound change when the AGC is on/off. Do you have Wide band and Narrow band - and again, how does the demodulated sound change between WB/NB setting? The background noise - just how does it sound, is it a hum or buzz, is it constant in pitch/tone and if present what do changes in any of the above receiver settings have on any background sound and/or the assocaited pitch & tone?

You could try a piece of wire connected to or inserted into the receiver coax socket - one piece cut to the resonant freq/length and another say, just a few inches long - now what change/s is there in demodulated audio?

...... there are a whole bunch of possibilities here. Some more background detail would be great.

Hear the voice of the police but it breaks up and cuts out. The scanner im using to listen to the police is uniden bc72xlt.. so to just confirm that its not my scanner i brought the scanner from my truck in bct15x it pretty much does the same thing on that on channel

I think the problem is that i live at the bottom of a big mountain in a valley and the station i want is at the top of the mountain and the others are in the valley. once i get to the top of the mountain i dont have any problems.

Thats probably the reason then, have you tried a better outdoor antenna with good low loss coax? Or if you just want to listen to that one station a directional antenna with low loss coax? Maybe a pre-amplifier might help to.
