165810 KC-130J OTIS81 was downwind earlier but went into Quantico.

1527- Might have just caught the A-10 on the way to Dulles. Heard someone with BWI UHF app/dep read back .925 (306.925?)

1531- Dulles tower with FIRST71 heard on VHF. It's a T-38. Never heard the jet.

This afternoon 1950z DEMIT 73 (spelled out) E-6B 164387 inbound McGuire first on CP then
pushed Liberator Ops 251.200 inbound,req fuel so far.
A SCORE 70 also down Pax River area E-6B 164410.. Guess they are borrowing it for tests.

DC area federal, state, local agencies to conduct mass rescue exercise off National Harbor
WASHINGTON, D.C. — The Coast Guard and about a dozen other federal, state, and local agencies are participating in a mass rescue exercise Tuesday, conducting mock rescues of people in the water from a staged boating incident near the National Harbor.
WHO: Coast Guard and other agency personnel will be available for interview

WHAT: Coordinate multi-agency rescue and recovery for dozens of people from an emergency situation on a water taxi.
WHEN: Tuesday, June 18, 2019, from 9 a.m. to 1 p.m. (media to arrive no later than 8:45 a.m.)
WHERE: Near the Ferry Terminal at National Harbor, Oxon Hill, MD
“No single agency can respond to a large-scale mass rescue,” said Lt. Cmdr. Grant Johnson, the coordinator for the exercise from Coast Guard Sector Maryland-National Capital Region. “Due to the number of people and different complexities that arise in these types of incidents, multiple agencies all respond at once, which is why opportunities to train together are important.”
The exercise is aimed to maintain efficient coordination between different agencies in the event of a large-scale emergency. Water taxis supplied by Entertainment Cruises will be used for the exercise, and students from George Washington University will be acting as the participants.
“We really appreciate the help from Entertainment Cruises, the National Harbor and GWU,” said Johnson. “They didn’t have to volunteer for this, but it’s an initiative that will ultimately make the waterways a safer place and they decided to be a part of it.”
Participants include: National Harbor, Entertainment Cruises, D.C. Fire Department, D.C. Police Department, Metro Washington Airport Authority, Metropolitan Police Department Harbor Patrol, D.C. Homeland Security and Emergency Management Agency, Prince George’s County Police Department, Prince George’s County Fire Department, Maryland Natural Resource Police, Coast Guard Sector Maryland-National Capital Region, Alexandria County Emergency Management, U.S. Park Police, Potomac Tow Boat, Prince George’s County Office of Emergency Management and George Washington University Medical Faculty Associates.

Coast Guard, partner agencies to activate Montgomery County, Maryland, security zone
BALTIMORE — Coast Guard and partner agency personnel are scheduled to enforce the Potomac River, Montgomery County, security zone beginning Saturday at approximately 9 a.m. in accordance with the U.S. Code of Federal Regulations (33 CFR 165.557).
Under the U.S. Code of Federal Regulations (33 CFR 165.33), the regulation prohibits any unauthorized person or vessel from entering or remaining in this security zone while it is in effect.
A transit lane exists along the Maryland shoreline to facilitate the use of the waterway. Persons and vessel operators who intend to enter or transit the security zone while the zone is being enforced must obtain authorization from the Captain of the Port Maryland-National Capital Region or his designated representative.
To request permission to enter or transit the security zone, the local on-scene coordinator, the COTP Maryland-NCR or designated representatives can be contacted via marine band radio VHF-FM channels 13 or 16 (156.8 MHz), by calling 410-576-2693, or by visually or verbally hailing the on-scene law enforcement vessel enforcing the zone.

going up Patapsco River 1400 feet inbound Johns Hopkins I think on Phillips AAF 126.150 or 123.025 A/A.
Not a typical med-Evac type.. Maybe picking up or dropping off some VIP?
Not much info but U tube vid has as Balt based bird.
