Strange Activity in Clinton County

I wonder if there are any listeners here that may be able to explain what I have been hearing here in the Plattsburgh, NY area . That is on 29.328 FM mode and what sounds to be general radio traffic from the local DPW. But as a ham operator I know this frequency to be in the ham radio 10 meter band???
This has me scratching my head and wondering what service might be using this frequency other than the amateur radio service that it is supposed to be???

Which DPW are you hearing, and what is their frequency? It could be possible you are hearing an 'image' of their actual operating frequency down in the 10m band.

The only DPW I have active so far that it could possibly be is Plattsburgh Town and they are on 155.745. All the resat of the county (including Plattsdburgh) have gone exclusively to the Motorola trunked system, as I hear no other local towns on thier VHF frequencies.
