Strange Digital Signals

Hello Everyone,

Been a watcher for years and finally took the plunge and signed up for my account. :)

I have been trying to figure out who is using digital on a few places my scanner has stopped on when I do a band search (136 - 174).

136.0250 mhz (seen once)
136.0875 mhz (seen many time)
136.1125 mhz (seen once)

I searched the net and after a few days I found the correct sound.

It's almost the same sound as the Childrens Hospital Mototrbo channel (461.87500) but not as long transmit time, maybe a few seconds at a time.
It must be simplex and mobiles since all signals levels are different.
Some are so weak but most are very strong.
The closes airport is Allegheny County airport in West Mifflin.

It's not in the FCC database.
Could this be Aircraft using this?
136mhz is listed for aircraft only right?
US Goverment maybe?
I'll keep scanning form 136mhz to 140mhz and see what I hear but I am miffed at this one.

Any help guys?
I live in Allegheny County near the border of Westmoreland and Washington county's.

It is Moto trbo. Unlicensed, and on wrong frequencies. They are using air band frequencies which are not to be used for public safety.

Some people don't care.

Well I found more frequencies.
136.00000MHz
136.11250MHz
136.08750MHz
136.02500MHz

I grabbed my handheld scanner and headed to a fire in Washington County and I seen one guy using a radio and every time he talked, 136.0000MHz had mototrbo.
After getting home I looked up the radio I seen them using and I found it.

Looks like it's HT's that the firefighters are using with speaker microphones.
How dangerous is that and WHY would a fire company program that in?
