Stub Antennas On Police Cars

Anybody know who makes those little stub antennas (3 - 4" tall by 1.5" wide) that can be seen on the roofs of police vehicles?

The ones I've seen are Antennex, sometimes I see two or even three of them. I wonder if they're used for multiple radios, or if there's some sort of setup for diversity reception - I'd be interested in finding out which.
