I've got a question why am I able to listen to Washington county Tennessee EMS and county fire on a 996p25 phase 1 scanner when they have went to phase 2 now I can't here jc fire or do THP but EMS and county fire is working fine I'm really confused

its because some radios on the site are still using phase 1 modulation .
most phase 2 radios are backward meaning they will work on a phase 1 trunk.
here is a example:
lets say the agency is putting new radios in service at a time . like doing car radios first .
the car radios are phase 2 but the handhelds are still phase 1 . this will allow all users with phase 1 radios to still be in contact with each other.
if thp is using phase 2 they will use phase 2 because all there radios are phase 2 .
unless washington county has upgraded the db still shows ems and county fire as phase 1 .

THP in the Knoxville and Fall Branch districts Dispatch are Phase II TDMA Clear. All of Washington Co is still Phase I FDMA. The reason you're not receiving JCFD is probably because they may be encrypted.

According to Radio Reference data base the jc fire department is still just trunked DG don't have a E or anything so I don't know

ok washington county has 3 sites a main simulcast and 2 stand alone towers.
before you ask lol the stand alone towers are repeaters that dont go thru the simulcast sites .
a 996 series is pretty bad on simulcast systems . i should know i git 4 of them . just because it worked in the past does not mean it will be 100 percent copy . there are times it works were it is for months. then there are times you have to move the ant several times .

if you have tried the 2 stand alone sites and not hearing anything its possible no radios are connecting to the stand along sites .
there is a test to see if there enc . change your display to either display mode 1 or 2 cant remb . if its a enc tg it willl flash enc

Lol ok I understand that now but I'm gonna ask a dumb question does all three sites have to be entered in as separate systems like I have mine as wcjc tacn p25 he and only have my the frequency 769.3687 which is the site at Viking tower I pull it in the best or can I just put c all frequencies from all sites into one system I know that's a dumb question thanks for your help though

Also does Washington county use any of the 16channels they have for mutual aid or the 16 channels they have for inerop just curious I've never heard anything?

yes .
the stand along towers have their on control channels.
so you can program them as seper. systems with the listed control channel

But wouldn't I have multiple sites being the same name as tacnp25 like I have mine or would I call each site by there location like holston or viking or fall branch let me ask it another way when I put my new system in as the tacnp25 system then I can have multiple sites within that system correct?

What model scanner and programming software are you using?

With the BCD996XT, each site can be given a different name such as TACN Viking Mtn and TACN Fall Branch. TACN is a single system with many sites. You setup TACN as a single system with multiple sites. Each site needs only the red control channel capable frequencies. If you assign a different system quick key to each site, you will be able to easily select the site or sites you wish to scan by pressing a site's quick key number on the keypad to toggle it on and off. Since Limestone is on the border with Greene Co, you can include all 6 sites for both Washington and Greene Counties in the same system. Include the talkgroups for both counties in that one system. You can use FreeSCAN software to program the scanner and it is FREE! just tag them as washington county simulcast , washington county fall branch , washington county buffalo mtn .
like I mention before your not going to hear everything on the "stand alone" towers . so don't think its not working.

Ok I've done that sorta but I usually here EMS and county fire on Viking tower in Greene county the only thing I get on the others is jcfd sometimes not very often is Washington county using the simulcast sites now cause the frequencies are black not red or blue

True, but until then he can listen even if they are phase 2 unless they have fully made the switch over .
Because like I said before if not all radios are phase 2 and using a mix of phase 1 and phase 2 radios .
The phase 2 is backwards capable of tx/rx of phase 1 signals . they do it in my area all the time.

Mr. bucs91 i would not suggest the 996 p2 only because they are so bad with lsm distortion. I have 3 of them and about every 2-3 days.
I have to readjust the ants for the simulcast system . It works good on the stand alone towers
