TETRA in Pensacola

Just curious if anyone in the Pensacola, FL has seen TETRA active in the area? I was working in the area recently and found some TETRA active between 450MHz and 462MHz. Based on what I was able to breakout the freqs all have the same Country Code and Network codes 310:116 but different TETRA color codes. I am not super familiar with TETRA but am I trying to learn what I can. Anyone else seen this in the area and know what the system is being used for?

There were four freqs being using:

452.475MHz
461.30375MHz
463.35375MHz
461.3275MHz

It's possible some of these were harmonics, but each frequency did breakout with their own individual Colour Codes.

Are you sure of those frequencies? With exception of the first, the others are not even integers of .00625 MHz.

This is not unheard of. There is a particular hotel in South Florida using TETRA. It was my understanding (?) that TETRA was not an authorized emission type in the USA (YMMV)

Based on my research the FCC released an amendment around 2012 that authorized TETRA in the United States. But up until recently, I only knew that it was being used in NYC by the Transit Authority there. I was surprised to find in Pensacola.

Its being used in Georgia in two places. Harris County Sheriff/Fire/EMS, Hamilton PD, Pine Mountain PD, and Waverly Hall PD, and Diverse Power and also Cobb EMC.

Yes, since many systems are configured with End-to-End encryption.
Yes, the system in Pensacola does appear to be using Air Interface encryption. There are no ISSI or GSSI being decoded in any of the calls that appear to be coming across. However, the network information MCC, MNC, and Colour Codes along with some other network parameters I am unfamiliar with but was able to decode, were not encrypted. I was able to break this information out using the SDR# TETRA Decoder Plugin.

All of these are narrowband FM with exception of NFCU has some DMR.

I am guessing you are using an SDR dongle because the frequencies were so far off. Do you have a preselector? If not these could be images from commercial wireless bands 864 to 930 MHz.

I was doing a freq search for that area. I’m like 3 hours away from there.

I'm a gov't contractor and was flying in the area when I found it, so it's possible it may not have been local in Pensacola/Escambia county area. More then anything I just wanted to see if anyone else has seen it and had some input on what it might be being used for. My coworkers and I have some theories, either it is being by oil rigs in the Gulf or there were European flagged cargo ships in the area at the time we saw it.

What is the receiver and antenna system you used? Height AMSL?

When I lived in tallahassee and had antennas at 90 feet, I could receive a lot of Cajun fisherman out in the Gulf of Mexico operating on VHF 148 MHz military freqs.
