Will a Pro-135 from RadioShack work with City of Texas City in Texas for listening to PD

That scanner will not work for Texas City, TX. That city uses the Harris County Regional Radio System:
Harris County Regional Radio System (Motorola) Trunking System, Metro Houston area, Texas - Scanner Frequencies
In order to monitor that system you need a trunk tracking scanner.
