I don't see that according to the signal they are transmitting. Check out 1615 on this attached picture. 4 indicates digital clear. P4 is digital encrypted.
Can also confirm I’ve only got logs showing unencrypted traffic last night.
I've heard this in the past also. I believe what your hearing is Data bursts.
Not encrypted. Possibly a bad decode?
